World Day of Romani Language, marker of identity for the Roma community

On the occasion of the World Day of Romani Language[1] on 5 November, Mr Valeriu Nicolae, Special Representative of the Secretary General of the Council of Europe on Roma Issues (SRSG), calls on member States to preserve, promote and enhance the Romani language, an integral part of the Roma identity and a key vector for conveying cultural traditions that enrich our common European heritage. For this purpose, member States should take measures to ensure that the present generation of young Roma have the possibility to learn their mother tongue in schools.

The Romani language (Romani ćhib) and its many rich variations, was declared the official language of the Roma people at the first World Romani Congress held in London in 1971. To this day, it remains one of the most valuable markers of identity and means of communication, socialisation and cultural integration for the 10-12 million Roma living in Europe.

Out of the 25 State Parties to the European Charter for Regional or Minority Languages (ECRML), 17 have officially recognised Romani as a minority language traditionally present on their territory. This is the highest number of ratifications for a single language under the Charter which reflects the status of Romani as a European language. Furthermore, the Council of Europe introduced Romani as a working language in its related work many years ago. The SRSG therefore calls on those member States that have not yet recognised Romani as a minority language to take the necessary measures to do so promptly.
